That's a male Geoffroy's Cat (Leopardus geoffroyi). I don't know if those white hairs are common to males of this race or if this one only sports those. But I like it. It kinda reminds me of a silverback gorilla.

No those white hairs are not particular to males, don't know what's going on with his hair but it's cute anyway.
